Title
Authorizing the City Manager to enter into and execute an interlocal agreement with the Capital Area Council of Governments (CAPCOG) for the purchase of orthophotos in the amount of $9,690.20 and topographic data in the amount of $58,709 for a total of $68,399.20.
 
Summary
The interlocal agreement is for the licensed use of 6-inch orthophoto (aerial) imagery and 2-foot topographic data.  This will be utilized by the city for a variety of planning and engineering efforts such as assisting with development applications, planning for water and wastewater utility construction as well as roadway planning and design.  The data is expected to be collected in early 2014 with receipt by the City within 6-9 months of that time.  Topographic data will be collected to the service area boundary referenced in the comprehensive plan, a line generally east of the Weiss Lane corridor.  Consideration for topographic data collection for the entirety of the extra-territorial jurisdicition (ETJ) will be evaluated at a later date.  Orthophotos will cover the entire city limits and ETJ.  The interlocal agreement has been reviewed by the CIty Attorney.
 
Prior City Council Action
The orthophoto imagery and topographic data were proposed and approved with the 2014 Fiscal Year budget.
 
Fiscal Impact
The intitial estimates and fiscal year 2014 budgeted amounts were for $23,000 and $75,000 for the orthophoto imagery and topographic data respectively.  Since those estimates were provided, several other governmental entities have chosen to participate with CAPCOG to obtain this data and the fees have been reduced to $9,690.20 for the orthophoto imagery and $58,709 for the topography for a total cost to the city of $68,399.20.
 
Staff Recommendation
Authorize the City Manager to execute the interlocal agreement.
