Discuss and consider action to approve the selection of Halff Associates, Inc. for professional engineering services associated with design, bidding, and construction phase services for the Helios Way West and Sun Light Near Way projects and authorizing the City Manager to enter into negotiations regarding a scope of work and fee proposal.

Summary
These projects will include preliminary engineering plans, including a preliminary engineer’s opinion of most probable construction cost. The Helios Way West project consists of the extension of Helios Way west of Sun Light Near Way with a proposed connection to East Pecan Street. The roadway will be classified as a collector roadway and will provide two lanes in each direction, with selected median openings as designed. The Sun Light Near Way project consists of the expansion of the existing 2 lane roadway from East Pecan Street to Helios Way. The proposed roadway section will be classified as a collector and consist of one lane in each direction with a two way central turn lane and designated turns at the Helios Way intersection.

The projects are being prepared simultaneously but as separate construction plan packages. This is being done because each project directly has implications on the other. Also, by creating two separate bid packages, it allows the City the greatest flexibility for construction either to build simultaneously or at separate times based on available funding.

Preparation of the final engineering construction documents shall include but not be limited to: project design, topographic and boundary surveys, geotechnical investigation, hydraulics and hydrology including determination of any applicable box culvert systems, construction material testing, street lights including coordination with the electric provider, identification of utility conflicts, required utility adjustments and replacements, coordination with utility companies, preliminary and final engineer’s opinion of probable...
