Discuss and consider action to approve the selection of Kimley-Horn and Associates for professional services associated with the Comprehensive Americans with Disabilities Act (ADA) Self Evaluation and Transition Plan and authorizing the City Manager to execute a professional services agreement in the amount of $149,997.50.

Summary
The Americans with Disabilities Act (ADA) of 1990 is a civil rights statute that mandates equal opportunity for individuals with disabilities, including designing and constructing facilities for public use that are accessible by people with disabilities. The ADA applies to all facilities, including both facilities built before and after 1990. Title II of the Act specifically addresses the subject of making public services and public transportation accessible to those with disabilities. The City of Pflugerville is required to perform a self-evaluation of their current programs and facilities, relative to the accessibility requirements of the ADA, and develop a Transition Plan to address any deficiencies. Although the mandate came with the Americans with Disabilities Act, the City is responsible for funding the assessment and Transition Plan.

The City of Pflugerville solicited requests for qualifications from qualified engineering firms for professional engineering services to assist the City with the Comprehensive Americans with Disabilities Act (ADA) Self Evaluation. City staff received three (3) statements of qualifications (SOQs) which were reviewed, scored and ranked. Staff recommends selecting Kimley-Horn and Associates for assistance with the Comprehensive Americans with Disabilities Act (ADA).
