Approving a resolution adopting water conservation rebates for fiscal year 2024.

Summary
The City currently offers a variety of rebates to direct Pflugerville water customers to promote the conservation of our water resources for residential customers. These rebates have ranged from items such as rainwater harvesting rebates as well as low-flow washing machine rebates that reimbursed water customers for a portion of a purchase of items that reduce their water consumption.

For fiscal year 2024, staff have updated the rebates currently provided to continue to incentivize Pflugerville water customers to reduce water usage for non-essential needs such as irrigation. These rebates align with the City’s adopted Water Conservation Plan and Drought Contingency Plans while also ensuring that we continue to comply with our contract with the Lower Colorado River Authority. All rebates require that the applicant provide proof that a device conforms to the Consortium for Energy Efficiency (CEE) or that any irrigation or landscape modifications show removal of irrigated landscapes. The rebates being proposed for fiscal year 2024 are:

· Washing Machine Rebate - One-time $75 rebate for a high-efficiency washing machine.
· Pflourishing Flora Rebate - $1.25/square foot rebate for replacement of irrigated landscaping with xeriscaping with a lifetime maximum rebate of $2,000 per household.
· Rainwater Harvesting Rebate - $0.50/gallon of storage capacity, 50% of pad material, and up to 25% of gutters diverted to rainwater system. Maximum one-time rebate of $600.
· Irrigation System Rebate - Permanently capping irrigation zones or disabling entire irrigation system. Maximum rebate of $1,000 per household or $75 per zone disabled.
