Summary
Athletic practice fields, specifically for soccer, are being developed in various locations by the City of Pflugerville and private entities. Only fields in Bohls Park, the Wells Branch Soccer Fields, and the Pflugerville Little League fields on Immanuel Road have athletic field lighting and are grandfathered. No provisions for athletic field lighting exist within the Unified Development Code currently. The purpose of the proposed ordinance is to establish a process via Specific Use Permit application with parameters for staff review and consideration. Central to the basis of the proposed provisions is to minimize negative impacts to adjacent property and the night sky.

Public hearings were conducted by the Planning and Zoning Commission and City Council on October 4, and October 26 respectively. No one spoke in opposition.

Existing conditions in Pflugerville facilities include the Pflugerville Little League fields on Immanuel Road where the baseball fields have poles that are 82 feet high and lighting levels of 50 fc in the infield, and 30 fc in the outfield. The Wells Branch soccer complex on Heatherwilde Blvd. has two 60 ft poles by the parking lot and two 40 ft poles in the back (west) facing east. The fields are lit with footcandles in the range of a Min: 5 and Max: 20-25. In Bohls Park on Immanuel Road there are 6 posts with 1500 watt fixtures and very irregular lighting distribution patterns.
