Presentation and discussion regarding the status of the Sports License Agreement with the Pflugerville Area Youth Soccer League (PAYSL).
Summary
Due to concerns over inconsistencies in terms, levels of prior approval and the City's obligations, the City Council authorized the City Manager to issue a Notice of Intent to Terminate all Youth Sports Agreements at its July 24, 2012 regular meeting. This included a Park Use Agreement with the Pflugerville Area Youth Soccer League (PAYSL).
Because PAYSL was the largest and most vested Pflugerville soccer league, had almost exclusive use of Wells Point and Bohls Parks for over a decade, and had a need and desire to improve existing facilities, discussions regarding a new field use agreement with City began in the fall of 2014.
The City and PAYSL entered into a new agreement in April of 2015 that addressed maintenance responsibilities, exclusivity of use for practice, capital improvements and a cost-share approach for Wells Point Soccer Complex and Bohls Park. The City's maintenance responsibilities basically remain the same as past agreements, while PAYSL's participation in cost of maintenance and improvements increased significantly. The agreement gives PAYSL exclusive use of the facilities for practices for ten (10) years. In return, the League was required to make significant capital improvements to the Wells Point Soccer Complex and ultimately increase the annual per participant fee from $1 to $10 per rec player and $15 per select player. Increased fees were implemented starting with the spring 2015 season and will incrementally increase to the new amount over a three (3) year period. This agreement also stipulates that the Wells Point Soccer Complex be available for games for the Austin Texans Soccer Club.
