Summary
The Pflugerville Independent School District (PISD) has asked the City to enter into an interlocal agreement to define responsibilities for easement acquisition related to the construction of a 16” water transmission main along Pfennig Lane and Pflugerville Parkway. This project will result in an increased supply and reliability of potable water for the Pflugerville Water Utility in areas in western Pflugerville including Parkcrest Middle School.
Status
At their regular meeting on July 21, 2014, the PISD Board of Trustees approved an item entitled, “Consideration and Possible Approval of a Property Appraisal Agreement with the City of Pflugerville Preceding a Water Easement Purchase at Park Crest Middle School.” After the approval, Mr. Bill Clayton, PISD Executive Director for Facilities and Support Services, asked the City to provide an interlocal agreement to outline responsibilities for the appraisal services.
This agreement provides for the steps necessary to acquire the water line easement from PISD. In the agreement, PISD requires a land appraisal to establish the fair market value of the easement, and for the City to reimburse PISD for the cost of the land appraisal. The City requests that PISD procure qualified land appraisal services in accordance with PISD procurement procedures. After the appraisal is complete, the City agrees to compensate PISD fair market value for the easement on their land.
The City Attorney’s office drafted this agreement and has approved the language.

The procurement of this easement is necessary to proceed with this project.
Fiscal Impact
