Approving a supplemental agreement with Halff Associates, Inc. in the amount of $120,934.00 for professional engineering services associated with the Black Locust Drive Pavement Rehabilitation Project included in the 2019 Pavement Maintenance Program.
Summary
The scope of work for this project includes assessment of existing conditions, preliminary engineering, final design, permitting, bidding, construction administration and construction materials testing for the Black Locust Drive Rehabilitation Project. The project limits are identified from Grand Avenue Parkway and Heatherwilde Boulevard based on the poor to serious pavement condition index scores from the Pavement Evaluation and Assessment completed in 2015. The project plans will also include a rehabilitation of the pavement surface on Railroad Avenue from Pecan Street to Wilbarger Street as an additive alternate to be constructed depending on project cost estimates and construction bids.
The project’s scope of work includes geotechnical investigations and analysis, surveying, pavement design, PS&E development, construction phase services, and construction materials testing. Initial project schedule indicates that construction should begin in May and conclude in August prior to the beginning of the next school year.
This project will be designed in accordance with the City of Pflugerville’s 2015 Edition of the Uniform Development Code and 2015 Edition of the Engineering Design Guidelines & Construction Manual.

City Council approved the selection of Halff Associates, Inc. at the March 13, 2018 City Council meeting for professional engineering services associated with the 2018-2019 Pavement and Infrastructure Maintenance Projects.
