Approving a resolution affirming City of Pflugerville support for actions taken by the Highland Lakes Firm Water Customer Cooperative relating to the amended and restated water management plan application filed with the Texas Commission on Environmental Quality by the Lower Colorado River Authority.

Summary
The City of Pflugerville became a member of the Highland Lakes Firm Water Customers Cooperative (HLFWCC) in March of 2013. This group was formed to provide information and input regarding the interests of firm water users. Since that time this group has met with LCRA staff including General Manager Phil Wilson, John Hoffman and Lynn Clancy to discuss our specific concerns. Following a joint meeting with LCRA staff last week, a number of findings of fact that were discussed were then submitted by LCRA to TCEQ to clarify certain sections that were of concern to HLFWCC. This resolution affirms the City of Pflugerville's support for decisions made by the HLFWCC in the specific matter of the amendment to the pending application for the 2012 water management plan.

Status
The 2012 water management plan amendment is currently being processed by the Texas Commission on Environmental Quality. Several parties have filed requests for contested case hearings which will be evaluated by TCEQ staff in the next few weeks. Although HLFWCC filed comments, our comments clearly stated our support of the plan and the findings of fact submitted by LCRA. HLFWCC also stated that we are not interested in a contested case hearing unless one is held as a result of another request. We wish to be sure to have a seat at the table to support our interests. It is to the City of Pflugerville's benefit, along with all firm water contract holders, to pass this amended 2012 water management plan as it is much more supportive of our water supply needs.
