Approving a construction contract with G2CSi for the decommissioning of the North Standpipe in the amount of $390,000, and authorizing the City Manager to execute the same.

Summary
As part of the FY2026 budget, City Council approved funding to decommission the City’s North Standpipe that was recently taken offline with the construction of the new 2.5 Million Gallon (MG) Elevated Storage Tank (EST) that is located next to the Justice Center on Pfennig Lane. As this tank is currently offline after completing warranty repairs on the new 2.5 MG EST, it is currently serving no additional purpose for the City’s water system and is only consuming space for the existing Justice Center.

In order to decommission this standpipe, the City will be ensuring that all valves that lead to the standpipe are off and capped. As part of this decommissioning, the City will also be removing all related monitoring equipment from the facility before the contractor begins to mobilize to remove the steel sections of the standpipe. The overall scope of work for this will involve removing the standpipe, the tank concrete foundation, and capping all pipes to the facility below grade to restore the site to a level grade. It is estimated that all work for this project will be completed within 6 months of contract execution.

As the City has previously worked with G2CSi for small construction projects through their TIPS contract as a Job Order Contract (JOC), the City is able to obtain competitive pricing with a known vendor that has a proven work history on similar project for other municipalities. The cost for this work is under the FY2026 budgeted amount of $425,000 that was estimated for this work to be completed.
