Authorize the City Manager to execute a job order contract with Kellogg Brown & Root, LLC (KBR) in the amount of $50,653.00 through the The Cooperative Purchasing Network (TCPN) for repairs to the Bohls House/Heritage House Museum.
Summary
The Bohls House/Heritage House Museum is located in Heritage Park at 901 Old Austin Hutto Rd. The Queen Anne Free Classic Style house was constructed in 1913 by G.W. Bohls. It and the surrounding property was donated to the City in 1992. The house was designated a Texas Landmark and received a historical marker in 2006. The house is being used by the Heritage House Partners as a museum.
Staff has identified various repairs that are necessary to preserve this landmark. These include carpentry, paint, roof repairs and minimal HVAC improvements. This first project involves dealing with lead paint that is present and all of the carpentry, including replacing newel posts, flooring on the porch, reconstruction of window screens and various siding repairs. Exterior painting and the other identified repairs are planned for next fiscal year.
Staff is recommending approval of a job order contract with KBR for this project. Under job order contracting, the contractor submits a not-to-exceed cost for the project based on a specific scope of work. The not-to-exceed cost is calculated using an approved unit pricing catalog, a local area coefficient and a coefficient applied through The Cooperative Purchasing Network (TCPN). TCPN awards contracts for job order contracting to companies through their approval process. KBR is an authorized job order contractor. The City of Pflugerville has been a member of TCPN since 2002 and can participate in the program.
