Title
Approving a Construction Manager at Risk contract with PLW Waterworks, LLC in the amount of $1,502,344 for the Wilbarger Creek Regional Wastewater Treatment Facility Phase 1 construction Project, and authorizing the City Manager to execute the same.

Summary
This agenda item requests approval of a preconstruction phase services contract with PLW Waterworks, LLC. in the amount of $1,502.344.00 for the Wilbarger Creek Regional Wastewater Treatment Facility Phase 1 Construction Project. This item supports the Infrastructure Pillar of the Strategic Plan, by expanding the City’s wastewater treatment capacity to meet current and future growth needs.

The 2020 Wastewater Master Plan adopted by City Council in April 2020 included the necessity of constructing a new six (6) million gallons a day (MGD) wastewater treatment plant (WWTP) to serve the Wilbarger basin. This new wastewater treatment facility is expected to meet the Cottonwood and Wilbarger basin’s wastewater treatment needs through 2030.

The design was approved in late 2020 and Garver, LLC has completed the design for the project, including: Influent Lift Station, Odor Control, Headworks and Grit Removal, Aeration Basins, Aeration Blower Building, Secondary Clarifiers, RAS/WAS Pump Station, Tertiary Filtration, UV Disinfection, Aeration Sludge Holding Tanks, Chemical Feed Building, Biosolids Handling Building, Operations/Laboratory/Maintenance Building, Plant Wide Power Distribution, Controls and Security Systems along with the decommissioning of Weiss Lane Lift Station.

The best value alternative project delivery method for the project was determined to be Construction Manager at Risk. This method allows the city to proceed with construction, identify if any contractor generated cost optimization options will be implemented and phase the construction in such a way that the City’s financing strategy can be implemented.
