Approving a construction contract with CFG Industries in the amount of $405,000 associated with the 2024 Water Tank Rehabilitation Project and authorizing the City Manager to execute the same.

Summary
This agenda item requests approval of a construction contract with CFG Industries in the amount of $405,000 for the 2024 Water Tank Rehabilitation (Project). This item supports the infrastructure pillar of the Strategic Plan.

In July of 2020, HOT Inspection completed inspections, performed assessments, and provided recommendations, report and specifications for three existing tanks serving the City’s potable water storage needs, including Well #4, one (1) 69,000-gallon Ground Storage Tank (GST) and Well #5 South and North, two (2) 250,000-gallon GSTs.

On January 25, 2024, the City of Pflugerville approved and executed the Professional Services Agreement with HR Green, Inc. for the 2024 Water Tank Rehabilitation Project. HR Green served as design engineering support to prepare all the necessary documents, project manual, and assist the City with the advertising, bidding, construction, and closeout services for the project. The project manual and associated bid services documents were submitted and reviewed by City staff and HR Green, identifies the scope of work including but not limited to design, selection of materials, fabrication, repairs, inspection, testing, cleaning and coating of three (3) bolted ground storage tanks.

The competitive sealed proposal method was selected as the best value method for bidding on this project. This project was bid pursuant to Section 2269.151 of the Texas Government Code using the competitive sealed proposal delivery method, based on predefined criteria as a best value to the City.

The project was advertised on May 20, 2024, as required. On June 7, 2024, at 2 PM the City received three (3) bid proposals and the results were read aloud for the record. A selection committee reviewed and scored the proposals based on t...
