Discuss and consider action to approve the selection of Gupta and Associates, Inc. for professional services associated with the design of an emergency generator power system for the Water Treatment Plant and Lake Pump Station and authorizing the City Manager to execute a professional services agreement in the amount of $652,914.
Summary
The City of Pflugerville solicited requests for qualifications from qualified engineering firms for professional services for the design of stand by generation systems at both the Water Treatment Plant and Lake Pumps Station. City staff received six (6) statements of qualifications (SOQs) which were reviewed, ranked and scored. Gupta and Associates, Inc. was determined to be the most qualified firm for the project.

The Surface Water Treatment Plant currently has no backup power supply in the event of an extended power failure. This creates a significant risk for the City’s Public Water System as the plant produces most of the water that is used within the City. This professional services agreement would begin the design of the standby generator system to ensure that we can continue to produce water in the event of a power failure affecting the Surface Water Treatment Plant and Lake Pump Station. The generators will be sized for both the existing treatment capacity as well as future plant expansions and ultimate build-out.

The project was included and listed as Water Treatment Plant Emergency Generator Power System in the 5-year Water Capital Improvements Program as shown in the FY 2020 budget.
