Summary
This agenda item requests approval to award a construction contract with BELT Construction of Texas, LLC in the amount of $35,326,497 associated with the Secondary Colorado River Raw Water Line - Package 4 project. This item supports the Infrastructure pillar of the Strategic Plan.
The Secondary Colorado River Raw Waterline project includes improvements to the Colorado River Intake Pump Station (Package 1 and Package 2) and approximately 15 miles of 42-inch water pipeline (Packages 3 and 4), to allow for increase transfer in water supply from the Lower Colorado River Authority (LCRA). The City through a revised agreement with LCRA has increased its annual allotment from 12,000 acre-feet per year to 24,000 acre-feet per year. Package 4 specifically includes approximately 5 miles of 42-inch pipeline in Travis County.

Advertisement for the project on the basis of most responsible bidder who provides the best value to the City of Pflugerville began on July 31, 2024. The City received and opened bids and read aloud for the project on September 5, 2024, at 2:00 PM. Six (6) bids were received for the Project. BELT Construction of Texas, LLC is the recommended bidder who provides the best value to the City. The design engineer has performed a reference check and staff concurs with this recommendation.
The proposed construction duration is anticipated to be 570 days.

Prior City Council Action
On February 12, 2022, City Council approved a Professional Services Agreement with Frese and Nichols, Inc. in the amount of $7,309,766 for design and bid phase services associated with the Secondary Colorado River Raw Water Line project.
