Title
Approving a resolution appointing the Planning and Zoning Commission to serve as the Community Development Block Grant (CDBG) advisory committee, and appointing Ms. Emily Barron, Planning Director, as the City's Fair Housing/Equal Opportunity/Section 504 Standards Officer.
Summary
The City of Pflugerville recently became an entitlement community as defined by the U.S. Department of Housing and Urban Development (HUD). An entitlement community is eligible to receive funding from HUD to support a variety of projects that benefit low-moderate income citizens. The projects range from infrastructure to parks improvements. Staff is currently working on the development of the plans, Consolidated Plan and Action Plan, that will outline the projects and the allocation of funds. To assist staff in the implementation and assessment of funding priorities, staff requests that the Planning and Zoning Commission act as the advisory committee for the CDBG program.

Additionally, HUD requires that, as an entitlement city, personnel be appointed to act as a Fair Housing/Equal Opportunity/Section 504 Standards Officer. This person(s) is responsible for the oversite and compliance of fair housing and equal opportunity activities to be performed by the City as required by the Texas CDBG program. Since the Planning Department is responsible for the implementation of the CDBG program for the city, staff recommends that Ms. Emily Barron, Planning Director, serve as the City's Fair Housing/Equal Opportunity/Section 504 Standards Officer.

Deadline for City Council Action
Staff is requesting approval on March 11, 2014 to maintain the proposed schedule.
Projected Future City Council Action
During the process of establishing the associated plans for the CDBG program, the City will hold public hearings related to the City's CDBG plans and projects between May and August of 2014.
