Approving a resolution for an interlocal agreement between the City of Pflugerville and the Harris County Department of Education to participate in a purchasing cooperative program for furnishings for the Pflugerville Community Library.
Summary
City staff have been working with a library furnishings consultant to determine both the appropriate types and locations for furnishings, as well as the best supplier at the best price. The consultant has recommended that the City of Pflugerville enter into an interlocal agreement with the Harris County Department of Education (HCDE) to take advantage of their bid prices on furnishing the new library facility. Due to the quantity of the purchases made annually by HCDE, they are able to obtain pricing that is lower than prices the City would be able to procure on our own. A brochure describing Choice Facilities Partners which is the program that the City will be using is attached. The interlocal agreement closely mirrors those that the City already has with the Houston/Galveston Area Council (HGAC) and the Texas Cooperative Purchasing Network (TCPN). The City Attorney has reviewed the interlocal agreement.
Deadline for City Council Action
There is no deadline, although the Library staff would like to begin ordering their furnishings as soon as possible.
Fiscal Impact
There is no direct fiscal impact as a result of the approval of this interlocal agreement. Funds for the purchase of the library furnishings are included in the bond funds approved in 2008 and the fiscal year 2012 budget.
