Discuss and consider action to award a construction contract for the Trail Gap Development project to Muniz Concrete and Construction, the lowest responsible bidder of three (3) bids received on February 25, 2016, with a base bid in the amount of $709,170 and an overall contract not to exceed $850,000.
Summary
This project provides construction to fill in trail gap sections identified around the City in accordance with the City’s Trails Master Plan and the 2014 Parks General Obligation Bond. As shown on the attached Proposal and Bid Schedule submitted by Muniz Concrete and Construction, it includes a pedestrian bridge in the amount of $102,000, along with all other work associated with the trail gaps. The bid amount shown of $709,170 is that amount required to completed the segments shown on the attached map.
The attached bid tabulation includes the bid values in which the low bidder was $709,170. The bid received is within the estimated budget.
This construction contract is an Indefinite Demand Indefinite Quantity (IDIQ) contract. The contractor provides unit price bids and the City has the ability to decrease or increase the overall quantities as needed while holding the unit cost price.
This contract is for eight (8) months so in the event the City elects to add more sections that option will be available. City staff will issue individual work authorizations for each identified area in order to use all of the funds approved for the trail gaps in the 2014 G.O. Bond.
Mean average for the bids was $797,941.33.
Status
The project was advertised for bids on February 10, 2016. Three (3) bids were received and opened on February 25, 2016.

The project is funded from the 2014 General Obligation Bond issuance.
