Title
Ordinance on first and final reading with the caption reading: An ordinance of the City of Pflugerville, Texas, adopting a fourth amendment to the Fiscal Year 26 Budget for the City; and providing an effective date.

Summary
This amendment recognizes $283,400 in additional General Fund revenue and funding sources, consisting of $125,900 in insurance proceeds and $157,500 in Tree Escrow funds, and appropriates those funds for related eligible expenditures. The amendment also adjusts appropriations among several departments to address current fiscal year needs, including litigation costs, Finance expenses, increased fuel costs, vehicle maintenance associated with insurance claims, a Library utility expense, and eligible Parks and Recreation expenditures funded through Tree Escrow. Salary savings in the Streets Department are also transferred to help offset these needs.

In total, the amendment includes $304,300 in expenditure increases, offset by $283,400 in additional revenue and funding sources, resulting in a net increase of $20,900 to General Fund appropriations. Following the amendment, the FY26 General Fund expenditure budget will be $66,965,852, with a projected ending fund balance reserve of 36%.
Additional detail and justification for each budget adjustment are provided in Exhibit A.

Per City Charter, section 9.04 (a), City Council may approve supplemental appropriations where there are revenues available for appropriation in excess of those estimated in the budget.

Per City Charter, section 9.04 (d), at any time during the fiscal year the manager may transfer part or all of any unencumbered appropriation balance among programs within a department, division, or office. Upon written request by the manager, the council by ordinance may transfer part or all of any unencumbered appropriation balance from one department, office, or agency to another.
