Title
Authorizing the City Manager to execute Change Order #1 in the amount of $99,104.40 with JKB Construction Company, LLC for additional utility improvements associated with the Weiss Lane Transmission Main Phase 1A project.

Summary
A construction contract with JKB Construction Company, LLC was approved on November 10, 2015 in the amount of $527,932.50 for the Weiss Lane Transmission Main Phase 1A project.

This project will provide water service to the Pflugerville Independent School District (PfISD) High School #4 on Weiss Lane. Construction of the new high school requires that this project must be in service by March 2016.

The original scope of work for this project included approximately 1,200 feet of 24-inch water main along Weiss Lane from 1400’ south of Pflugerville Parkway to the Water Treatment Plant; approximately 2,600 feet of 12-inch water main along the north property line of the PfISD high school tract; and a pressure relief valve (PRV) for service at the south end of the project.

The City was unable to obtain the necessary easements prior to the start of construction and is currently in eminent domain proceedings for the necessary property. This change order provides for a temporary 12-inch main re-route for the Ford property to maintain the schedule requested by PfISD.

This change order also includes additional quantities of flowable fill to mitigate excavation and replacement of existing driveways as a result of the subsurface conditions. In addition, the project required the contractor to perform additional excavation work necessary to avoid existing utilities that did not match the City’s record drawings. As a result of the change order, no additional time is also being added to the contract.

Prior City Council Action
At the November 10, 2015 meeting, the City Council authorized the city manager to execute a construction contract with JKB Construction Company, LLC for $527,932.50.
