Approving a work authorization with Seven Arrows Land Staff, LLC in the amount of $249,200 for right-of-way and appraisal services associated with the Weiss Lane Widening Project, and authorizing the City Manager to execute the same.

Summary
The proposed agenda item requests approval of a Work Authorization with Seven Arrows Land Staff, LLC (7 Arrows) to provide right-of-way and appraisal services for the Weiss Lane Widening Project. This project is funded through a 2023 Certificate of Obligation bond issuance, with an allocated budget of $5.5M.

On January 14, 2025, City Council approved a professional services agreement with K Friese and Associates for the design of Weiss Lane improvements from E.Pecan street to Pleasanton Parkway. This project will widen Weiss Lane from two to four lanes, incorporating shared-use paths on both sides and widening the bridge over Gilleland Creek. These improvements will enhance traffic flow, mobility, and safety for motorists, cyclists, and pedestrians.

The project requires acquiring right-of-way or easements for fifteen (15) parcels of land. To advance the initial design, right-of-way services must begin with property owner coordination to obtain right-of-entry, allowing for surveying, environmental assessments, and subsurface utility engineering (SUE) work. As the design progresses, the appraisal and negotiation process will begin to ensure acquisitions align with the project timeline.

This work authorization includes a full scope of services necessary for property acquisition, including:
1. Obtaining right-of-entry forms
2. Maintaining administrative documents and assisting with recordation of easements
3. Conducting property record research
4. Appraisal Reports
5. Negotiating with property owners
6. Project management
If litigation is required, additional services may be negotiated.
