Approving the procurement of a wastewater vacuum truck in the amount of $498,762, and authorizing the City Manager to execute the same.

Summary
City staff currently utilizes the services of a 3rd party wastewater hauling company to vacuum out all of our lift stations to remove built up grease and debris that builds up on the top of our wet wells. This is done at specified intervals to prevent the buildup of the material which can damage our pumps as well as cause a Sanitary Sewer Overflow (SSO) if the debris and grease are not removed properly. We use this 3rd party hauling company as the City does not have a wastewater vacuum truck in our fleet. We currently only have a hydro-excavation truck and a jet truck. Neither of these trucks have the capacity or ability to effectively remove wastewater from lift stations when the need arises. Due to this, City staff must also rely on a 3rd party hauling company to respond during emergency situations when wastewater needs to be temporarily pumped during a wastewater blockage to prevent an SSO.

As a result of this, the City spends over $125,000 annually on just our lift station cleanings alone. This does not include any emergency calls that come out to prevent an SSO that could happen if there were to be a blockage or backup. This purchase will allow the City to be able to clean the lift stations on a more frequent basis in a more cost-effective way while also being able to mobilize the vehicle and staff much quicker than what we currently do with a 3rd party company. This eliminates the risk of potential SSOs as we can’t control the schedule or availability of the 3rd party company if we have an emergency situation that needs the use of a vacuum truck.
