Conduct a public hearing regarding the Community Development Block Grant (CDBG) Annual Action Plan for Program Year 2026.
Summary
The CDBG program provides annual grants on a formula basis to entitled communities to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low- and moderate-income persons. The City of Pflugerville became an entitlement community in 2013 and developed the first 5-year Consolidated Plan and Annual Action Plan at that time. The Consolidated Plan serves as the application to the United States Department of Housing and Urban Development (HUD) for CDBG funding. The Consolidated Plan is designed to aid local jurisdictions in assessing their housing and community development needs and priorities. The priorities established by the Consolidated Plan are carried out through actions and activities each year as established in the Annual Action Plan.
The allocated funding available for actions and activities for the 2026 Program Year is approximately $350,000, the city received $347,221 for 2025 Program Year. This is an annual allocation and the estimated amount the City may anticipate receiving annually over the next five years. The projects selected will reflect the needs identified by the CDBG Consolidated Plan adopted by City Council in 2024 which emphasizes the need to focus projects on infrastructure (sidewalks, trails, streetlights, roadways) and public service including senior and youth programs.
Prior action plans have included a youth and senior scholarship program and various infrastructure projects. Projects like the youth and senior scholarship program, can make up a maximum of 15% of the CBDG program and must benefit Pflugerville low to moderate income residents.
