Title
Authorizing the City Manager to execute a Wastewater Easement Agreement and a Public Utility Easement Agreement between Continental Homes of Texas, L.P. and the City of Pflugerville for necessary utility extensions associated with Highland Park Phase D, Section 3 and Phase B, Section 4, respectively.
 
Summary
Highland Park Phase D, Section 3 consists of 70 single-family lots located along the east side of Kingston Lacy Blvd., generally along the northern boundary of the Highland Park subdivision. In order to  provide wastewater service to this phase of the development, a wastewater line is required to be constructed under Kingston Lacy Blvd. and through the future Phase D, Section 7 to the west. The line extension is consistent with the master wastewater plan for the development and the proposed easement is necessary since the formal right of way in Phase D, Section 7 has not been established yet.  
 
Highland Park Phase B, Section 4 consists of 14 single-family lots located along the east side of Kingston Lacy Blvd, east of the existing HOA amenity center on Walnut Canyon Blvd. The proposed public utility easements are necessary to allow for the extension of utilities from this phase to future phases of the development.
 
Approval of this item authorizes the City Manager to execute the easements and subsequently record them with Travis County.
 
Deadline for City Council Action
The easements correspond with final plats which are anticipated to be considered by the Planning and Zoning Commission on September 17, 2012.

Authorize the City Manager to execute the agreements to establish the proposed easements.
