Approving a resolution to approve a Community Development Block Grant (CDBG) Amended Annual Action Plan for Program Year 2022 and 2023.
Summary
The Community Development Block Grant Annual Action Plan for Program Years 2022 and 2023 are proposed to be amended to reallocate unused funding associated with the youth scholarships and workforce training in both program years to infrastructure projects. Unused funds in Program Year 2022 are proposed to be reallocated to the streetlight project with an alternate to the Parkway Drive construction project identified in Program Year 2024. Unused funds in Program Year 2023 are proposed to be reallocated to the Parkway Drive design identified in Program Year 2023 and to the construction identified in Program Year 2024.
The Community Development Block Grant (CDBG) provides annual grants on a formula basis to entitle communities, such as Pflugerville, to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low and moderate income persons. This item is supported by the Safety and Infrastructure pillars of the Strategic Plan.
The Planning and Zoning Commission is the Advisory Committee for the City's CDBG program and contributes to the public participation by helping to identify housing and community development needs; establish priorities relating to those needs; propose activities and projects to address high priority needs; and make recommendations to the City Council regarding the amount of federal, state, and local monies to be allocated to those activities. As the Advisory Committee, the Planning and Zoning Commission reviewed and provided a unanimuous recommendation on October 7, 2024 to approve the proposed amendments.
