Summary
This agenda item requests approval of the Second Amendment to the Interlocal Cooperation Agreement (ILA) between the City of Pflugerville and Travis County for the East Pflugerville Parkway/Jesse Bohls Roadway Improvements Project. The amendment clarifies the parties’ responsibilities related to stormwater detention and establishes funding obligations for the remaining construction phase of the project. This item supports the Infrastructure pillar of the City’s Strategic Plan.
The original ILA was executed in October 2019 and amended in March 2022 to address funding responsibilities for the project. Since that time, final engineering design, plans, and specifications have been completed, allowing the project to advance into full construction. This Second Amendment is necessary to clarify operational responsibilities and funding for the remaining construction activities.
The amendment formalizes the use of an existing City-owned detention pond located at the City’s water treatment plant to accommodate stormwater runoff from the roadway project in compliance with Atlas 14 requirements. Under the amendment, the City will be responsible for ensuring the detention pond has adequate capacity to accommodate the project’s runoff and will retain full responsibility for its design, operation, maintenance, and any future modifications, at no cost to Travis County. Travis County will retain the right to inspect the facility with advance notice.
