Summary
This agenda item requests approval to award a construction contract with SA Smart Solutions in the amount of $358,457 associated with the Historic Elevated Tank Lighting project (Project).

City Council previously awarded a rehabilitation project to recoat the Historic Elevated Storage Tank (EST) that is located along 2nd Street in Old Town. With this rehabilitation project completed, staff worked with the design consultant on that project, Dunham Engineering, to develop a lighting plan for the Historic EST to both attract tourism while also ensuring that the EST had the ability to be lit up as needed for special events happening around the City. Staff worked closely with the design consultant to develop an array of bid alternatives to give City Council all available options to light the tank in a way that both attracts tourists to the area while still not being too obtrusive to the adjacent property owners that live next to the tank site.

The bid package had a base bid with a quantity of ten (10) standard LED lights that did not change colors to illuminate the bowl section of the EST.

Bid Alternative # 1 was an additional cost to change out the ten standard LED lights with LED lights that will allow for the colors of the lights to be changed remotely.

Bid Alternative # 2 was to add an additional quantity of four (4) color-changing LED lights to the first row of tank supports to illuminate upwards towards the bowl from the first cross-beam support.

Bid Alternative # 3 was to add an the temporary installation of temporary lighting to confirm placement and to confirm the amount of lights were satisfactory for the City before installing the permanent lighting system.
