Summary
The purpose of this item is to approve a Professional Services Agreement (PSA) with Halff Associates, Inc. in the amount of $263,590 for consulting services associated with development and delivery of the City of Pflugerville’s Safe Streets and Roads for All (SS4A) Safety Action Plan and related transportation safety planning efforts under TR2305 - Intersection Design and Construction.
The proposed agreement includes an estimated federal participation amount of $210,580 (80%) through the Federal Highway Administration (FHWA) Safe Streets and Roads for All (SS4A) program and a required City match contribution of $52,645 (20%).
The Safe Streets and Roads for All (SS4A) program is a United States Department of Transportation initiative focused on reducing roadway fatalities and serious injuries through development of comprehensive safety action plans and implementation of data-driven transportation safety strategies. Completion of an SS4A Action Plan is an important step in positioning the City to pursue future federal implementation grant opportunities for roadway safety improvements and systemic safety programs.
The proposed consultant services include development of the City’s SS4A Action Plan and associated technical analyses, stakeholder coordination, public engagement, crash and safety analysis, high injury network identification, roadway safety strategies, implementation recommendations, and prioritization of transportation safety projects and programs. The Action Plan will utilize a Safe System Approach and focus on improving safety for all roadway users, including pedestrians, bicyclists, transit users, motorists, and commercial vehicle operators.
