Discuss and consider action to approve a Professional Services Agreement with Plante & Moran, PLLC for Enterprise Resource Planning (ERP) implementation advisory services in an amount not to exceed $357,000, and authorize the City Manager to execute the same.
Summary
The City has been working closely with Plante & Moran since September 2020 to select a new ERP system and to negotiate a contract with Tyler Technologies. Assuming approval of this contract, the City will enter into the implementation phase which will take approximately 21 months to complete. Due to the complexity and duration of the project, it is a standard practice to hire a firm to assist with the implementation of a new ERP software system.
Given Plante Moran's detailed knowledge of our specific systems, solid references and competitive rates, staff recommends hiring Plante Moran to continue working with the City to provide implementation advisory services and ensure the transition process is efficient, effective and timely. In addition to project management, Plante Moran will be able to provide subject matter experts in each business area of the City who will advise best practices for configurations and assist with updating the city's current processes. This agreement is based on the maximum number of service hours estimated to complete the full ERP implementation. The hourly rate set is $225 per hour for Project Manager Assistance (estimated at 15 hours per week) and $240 per hour for Subject Matter Expert (estimated at 2 hours per week).
