Title
Discuss and consider action to award a construction contract for the Black Locust Drive Pavement Rehabilitation Project to Smith Contracting Co., Inc., the lowest responsible bidder of seven (7) bids received on September 19, 2019, in the amount of $1,144,297.40 and authorizing the City Manager to execute same.

Summary
This project consists of 4,150 linear foot of pavement rehabilitation along Black Locust Drive from Grand Avenue Parkway to Heatherwilde Boulevard, with Add Alternate #1 that includes 970 linear foot of mill and overlay on Railroad Avenue from Wilbarger Street to Pecan Street and Add Alternate #2 that includes construction of drainage improvements on Cactus Blossom Drive.

The attached bid tabulation shows the bids in which Smith Contracting Co., Inc. was the low bidder with the base bid of $975,031.50; Add Alternate #1 bid of $140,525.90; and Add Alternate #2 bid of $28,740.00; for a total bid (base plus Add Alt #1, 2) of $1,144,297.40.

The estimated construction cost of this project was $749,403.54.The project was advertised for bids on September 4, 2019. Bids were received and opened on September 19, 2019.

City staff will host a public information meeting on October 10, 2019 at the Windermere Club House, located at 16800 Gower Street.

The construction budget for this project is $961,403.00. Staff requests the additional $185,000.00 to be funded from an overage of FY19 Franchise Fee Revenues. If this construction contract is awarded in full, a budget amendment will be subsequently presented for Council to formally appropriate the funds.

Prior City Council Action
City Council approved the selection of Halff Associates, Inc. for professional engineering services associated with the 2018-2019 Pavement and Infrastructure Maintenance Projects at the March 13, 2018 meeting.
