Title
Approving a contract with Alterman, Inc. in the amount of $1,667,229 for the pre-purchase of Generator Equipment for the Wilbarger Creek Regional Wastewater Treatment Facility (WCRWWTF) Project, and authorizing the City Manager to execute the same.

Summary
This agenda item requests approval of a Generator Equipment Pre-Purchase contract with Alterman, Inc. in the amount of $1,667,229.00 for the Wilbarger Creek Regional Wastewater Treatment Facility (WCRWWTF) Project. This item supports the Infrastructure Pillar of the Strategic Plan, by expanding the City’s wastewater treatment capacity to meet current and future growth needs.

On July 12th, 2022, Council approved a resolution authorizing the use of the Competitive Sealed Proposal (CSP) procurement method for the WCRWWTF Project, including the Pre-Selection of vendors for major treatment process equipment. As explained during a presentation by City staff at the July 12th, 2022 City Council meeting, pre-selection of equipment vendors prior to completing the design of the project will allow the Engineer of Record to finalize the design for a single equipment supplier and will also allow for advanced purchase of long lead time electrical equipment. This pre-purchase contract offsets and anticipates the long lead time of electrical components by initiating the purchase at an earlier point and thus maintaining the WCRWWTF project schedule.

The pre-procurement CSP package was advertised on December 7, 2022. A pre-proposal conference was held on December 13. 2022. On January 11th, 2023 at 2:00 p.m., City staff received three (3) Competitive Sealed Proposals from vendors for Generator Equipment for Phase 1 of the WCRWWTF Project and the results were read out loud for the record.

A Selection Committee reviewed and scored the proposals based on the published criteria which included a check of the offeror’s references. Alterman, Inc. was selected as the best value for the City, and a Letter of Recommendation of Aw...
