This agenda item requests approval of a conditional purchase agreement and associated conveyance documents between LG Wilke Lane and the City of Pflugerville as necessary to acquire real property interests. The purchase of this property, located at 4924 N.State Hwy 45, will secure space for the 5.0 MGD State Highway 45 Pump Station and 1.25 MGD Ground Storage Tank Project, which was approved in the FY26 Capital Improvement Plan (CIP).
The 5.0 MGD State Highway 45 Pump Station and 1.25 MGD Ground Storage Tank is required to serve the developments along the SH45 corridor. While the extension of the discharge line is currently being designed, it will only serve a limited number of connections, which will need to be capped until the pump station and ground storage tank are constructed. With the updated corridor amendments, developments north of SH45 can have higher density developments that will require the pump station and ground storage tank to be online before they can fully develop. Acquiring this property now, ahead of the FY26 schedule, is beneficial to the City, as delaying the purchase could result in rising costs. Staff has worked with finance to confirm that the purchase will be funded by wastewater impact fees.
City staff negotiated the purchase of the necessary fee simple estate from LG Wilke Lane for a settled amount of $4,382,400, subject to City Council approval, based on an appraisal obtained the City. This item supports the sustainable structure pillar of the City’s Strategic Plan.
