Title
Approving the selection of LJA Engineering, Inc. for professional engineering services associated with the North Bound and South Bound FM 685 at Kelly Lane Intersection Improvement Projects, and authorizing the City Manager to execute a Professional Services Agreement in the amount of $346,069.

Summary
This Professional Services Agreement is for the engineering design of the North Bound (NB) and South Bound (SB)FM 685 at Kelly Lane Intersection Improvements Project.

City staff issued a request for qualifications (RFQ) in December 2021 and received eight (8) statements of qualifications (SOQs) on January 28, 2022 which were reviewed and scored. LJA Engineering, Inc. was determined to be the most qualified firm for the project and is recommended for selection for professional engineering services associated with the Projects. The objective of this request was to identify and engage the most qualified consulting firm to assist the City in providing planning/preliminary design, design and bid & construction phase services and project management related to the intersection improvements projects.

The project was previously identified in 2019 and confirmed in the 2021 Kelly Lane Major Investment (MIS) Study Report for short term operational improvements along FM 685 for both the NB and SB directions at the intersection of Kelly Lane. Short term was defined for occurrence within two years to provide relief for traffic delays and congestion at the intersections. The MIS Study recommendation was noted to increase opportunity for more NB and SB left turning vehicles through the intersections to improve efficiency and quality to reduce delays for motorist. The intent for the design and construction of the project is to make improvements within the existing right-of-way, as space permits, as geometric changes for lane configuration.
