Summary
Due to extreme drought conditions and rapid reduction in the combined storage of the Highland Lakes, Lakes Travis and Buchanan, the Drought Contingency Plan was reviewed and updated in June 2013. Following the June update, it became evident that additional amendments were needed to provide clarification of the ordinance. Building permits, with the exception of requests for new pools or irrigation facilities other than drip irrigations systems, are allowed through Stage 4. The major change to the ordinance is to loosen the restrictions on hand held watering, and the use of buckets or watering cans. This type of watering in allowed in Stages 3 and 4 on any day of the week before 10 am and after 7 pm. This change is in response to citizens expressing concern about the watering of trees and foundations. The Public Works Department is in agreement with these proposed changes.

Please find the Ordinance and Exhibit A attached. The City Attorney has reviewed both documents and approved as to form.

Prior City Council Action
A revised drought contingency plan was approved and made effective by the City Council on June 25, 2013. The previous drought contingency plan was approved by the City Council on April 26, 2011.

This ordinance was approved on first reading on September 24, 2013.

Deadline for City Council Action
Action is requested on second and final reading on October 22, 2013.
