Summary
This item considers approval of an ordinance authorizing both a Public Access Easement and a Maintenance Agreement between the City of Pflugerville, Lakeside Meadows LLC, and the Lakeside Meadows Industrial Property Owners Association, Inc. for park improvements and open space within the Lakeside Meadows Public Improvement District (PID).

The Lakeside Meadows PID was established by City Council in 2022 and includes approximately 415 acres. As part of the development of the district, certain park and trail improvements are being constructed within privately owned open space areas and will be dedicated to the City upon completion and acceptance.

The improvements covered under these agreements include trail-related amenities such as lighting, a water fountain, a bike repair station, and benches located within the open space areas. These amenities are intended to support and enhance the trail network within the development and contribute to the City’s broader connectivity system.

The Public Access Easement provides a perpetual, non-exclusive easement allowing public access to and use of these park improvements and open space. While the property will remain privately owned, this ensures the space functions as a public amenity for residents and the broader community.
