Summary
The City of Pflugerville currently provides wholesale wastewater treatment services to Kelly Lane WCID 1 & 2, Lakeside MUD #3, Lakeside WCID 1, 2a, 2b, 2c, and 2d. The original rate the City charged the district customers was $40 per LUE and have not increased since inception. Over the last two years the City has conducted cost of service studies and adopted rates based upon the rate recommendations from the study. This increased wastewater rates to direct city customers but not the district customers. This is the second attempt to increase district wastewater rates. To assess the wholesale wastewater treatment rate, City staff utilized a consultant to develop this wholesale rate that would be required to fund the wastewater conveyance and treatment. The consultant was able to perform a cost of service analysis for just the districts the City operates and developed a wholesale rate to assess to the districts.
