Approving a resolution to authorize publication of notice, preparation of service plan and adoption of a schedule for annexation of E. Pecan Street.
 
Summary
Pecan Street is a primary gateway for the City of Pflugerville from SH 130 and was improved to its current condition in 2009 to address future growth in the area. Currently, obligations for the operation and maintenance of the road is split among the City of Pflugerville and Travis County, with the County responsible for the portion of the road that is not in the City Limits. This condition results in a disparity of levels of service for maintenance of the road, the right-of-way, and its overall appearance. Annexation of the road and adjacent right-of-way enables the City to exert full control of these functions and offers an opportunity to improve the right-of-way and/or medians to a higher standard in the future with streetscape enhancements. Such enhancements would act to provide a visible linkage between the urbanized community to the west and the emerging development potential along the corridor and more particularly its intersection with SH 130.
 
This proposed annexation is exempt from annexation plan requirements in the Texas Local Government Code, Chapter 43.
 
Status
The widening of Pecan Street was completed in 2009 as a result of a collaboration among the City and Travis County.
 
Deadline for City Council Action
August 14, 2012 in order to maintain the project schedule.
 
Projected Future City Council Action
Two public hearings are required, and are scheduled for October 9 and 23, 2012.
 
Fiscal Impact
The City of Pflugerville will incur full responsibility for the operations and maintenance associated with this raodway and its associated right-of-way. The mowing of this area will be added to the City's contract for that service.
 
Staff Recommendation
Staff recommends approval of the resolution authorizing the annexation process.
