Title
Approving an Interlocal Contract for licensing SCPDC Software (MyPermitNow) to be used for permit applications filed with the Development Services Center.

Summary
The FY 2013 budget included MyPermitNow software. Prior to the budget process, Development Services Center staff evaluated the software and met with the software developers. Several central Texas jurisdictions have implemented this software recently including Cedar Park, Georgetown, San Marcos and Travis County. The software was developed by the South Central Planning & Development Commission in Houma, Louisiana, and has been licensed to the Capital Area Council of Governments (CAPCOG) to market the product in region. Staff is confident that implementation of this permit tracking software will yield a number of benefits, such as improving the customer interface with the inspection process, enable future implementation of electronic plan submittals and review, free Pflugerville IT staff from product support tasks, and allow for consistency between the City and Travis County. The proposed contract also includes an option for MyAddressNow which improves the interface with the city's GIS. This interlocal contract has been reviewed by the City Attorney.

Status
Upon approval of this item, staff will engage SCPDC to modify and implement the software for the City of Pflugerville.

Prior City Council Action
Acquisition of this software was included in the approved FY 2013 operating budget.

Deadline for City Council Action
Staff is requesting action on November 13, 2012 in order to maintain the project schedule.

Fiscal Impact
Funding for the acquisition and maintenance of this software is provided through the adoption of a Technology Fee applied to various permit applications filed with the Development Services Center as described in the Development Services Center Development Handbook which is included for approval on this agenda as item 8A.
