Discussion regarding responsibilities of the Mayor concerning appointments.

 

Summary

This item has been included on the agenda to allow for discussion regarding the Mayor's role in appointments to the Personnel Appeal Board and Reinvestment Zone One (Falcon Pointe TIRZ Board).

 

The City Charter, Section 4.05(d)(1) specifies that the Mayor, with the advice and consent of the City Council, shall appoint not less than five (5) individuals to serve on the Personnel Appeal Board for up to 3 years. Any given panel will consist of three (3) of the appointed members. The Mayor, with the advice and consent of the City Council, shall establish the procedures for the conduct and recording of the Personnel Appeal Board hearings and outcomes. Members of the Personnel Appeal Board must be at least 21, have no criminal record, no prior employment with the City, and be a resident of the City of Pflugerville for at least 3 years.  Appointments to the Board are made each December for terms beginning in January.

 

Ordinance No. 1063-10-12-14 and Ordinance No. 1124-12-11-27 establish that the Mayor nominates and appoints members to the Reinvestment Zone One (Falcon Pointe TIRZ Board), subject to City Council approval, to include Place 1, which is designated as the Chair of the Board.  These ordinances are attached.  Appointments to the Board, including designation of the Chair, are made each December for terms beginning in January.
