Title

Approving an agreement for additional services with Lockwood, Andrews and Newnam, Inc. (LAN) for the preparation of a Water and Wastewater Impact Fee Study.

 

Summary

The City of Pflugerville utilizes impact fees for water and wastewater to defray the cost of growth and development. Also referred to as capital recovery fees, the revenue results when new development is underway. The fee is assessed based on the water meter size of the proposed construction. The revenue is typically collected upon the issuance of the building permit. Chapter 395 of the Texas Local Government Code establishes the framework for the establishment of impact fees. Sec. 395.052 requires the City to update the land use assumptions and capital improvements plan at least every five years.  The initial five-year period begins on the day the capital improvements plan is adopted. The current impact fees were adopted by ordinance on June 26, 2007, a copy of which is attached for reference.

 

Status

LAN is currently under contract to develop a Water Master Plan, including a water model. This effort, together with the City's wastewater master plan, are central to fulfilling the requirements to update the land use assumptions and capital improvements plan.

 

Prior City Council Action

Staff recommended approval of LAN for this study in December and the City Council approved the selection of the firm on December 13, 2011.

 

Deadline for City Council Action

Staff is requesting action on this item on January 24, 2012 in order to maintain the proposed schedule.

 

Projected Future City Council Action

During the update process, actions will be needed by the City Council as shown on the attached schedule in March and May 2012.

 

Fiscal Impact

The anticipated lump sum cost of the study is $82,680. The funding for this study will come from the Utility Fund Balance, equally in water and wastewater.

 

Staff Recommendation

Staff recommends approval.
