Summary
This item considers approval of a Professional Services Agreement (PSA) with Walter P. Moore and Associates, Inc. in the amount of $1,831,821 for engineering, environmental, design, and construction management services related to the Lake Pflugerville Phase 2 Park Project, identified in Proposition B of the 2020 Bond Election.

Lake Pflugerville is one of the most highly visited parks in the City’s system, with over 375,000 visits in 2025. Phase 2 builds upon the 2019 Preliminary Design Report and focuses on improvements to the north and west sides of the lake to expand access, diversify recreation opportunities, and enhance the overall user experience.

Planned improvements include erosion control and repairs to the beach area, upgraded restroom facilities, additional shade structures and walkways, and destination/regional play features. The project also includes construction of a new trailhead off Silent Harbor Loop with parking, lighting, landscaping, and expanded pedestrian access. In addition, a boardwalk network through the existing wetlands with covered overlooks will provide opportunities for environmental education and wildlife viewing.

While the project builds upon the 2019 Preliminary Design Report and prior master planning efforts, additional community engagement will be conducted as part of the design process to ensure the project reflects current community needs, usage patterns, and growth since those plans were developed.
