Summary
Request approval to award a construction contract with Garney Companies, Inc. in the amount of $16,228,991 associated with the Weiss/Pecan Water Line project. This project will provide additional water transmission capacity and will serve future growth along the State Highway 130 corridor. This project also supports the infrastructure pillar of the City’s Strategic Plan and Comprehensive Plan by providing a safe, resilient infrastructure for our citizens. The project is identified in the Utility Capital Improvement Plan. The Weiss/Pecan Water Line project (WA2002) includes the installation of approximately 9,600 linear feet (LF) of 42-inch ductile iron water line and 300 LF of 18-inch wastewater line. The project includes open cut and trenchless pipeline installation.
Competitive Sealed Proposal (CSP) was used for this project delivery, and advertisement began on July 2, 2025. The City received and opened proposals on August 1, 2025. Eight (8) proposals were received for the Project. Proposals were evaluated and scored by a team consisting of city staff per the evaluation criteria in the Project Manual and references for the proposers were verified. Garney Companies, Inc. is the contractor recommended by the engineer which provides the best value to the City. The advertisement and bid procedures meet the funding requirements of the EPA’s WIFIA program. The aforementioned contract amount is within the City's CIP budget of $16,867,949.
Funding for the project is being provided through the Water Infrastructure Finance and Innovation Act (WIFIA) program in conjunction with 2025 Certificate of Obligation (CO).
The proposed construction duration is anticipated to be 216 days.
