Discussion regarding winter weather preparedness.

Summary
This item has been included on the worksession and regular meeting agendas to allow for review and discussion on winter weather preparedness and to provide a status update on actions that have been taken over the past year based on the challenges encountered during Winterstorm Uri.

Prior City Council Action
On September 22, 2020, City Council discussed and approved the selection of Gupta and Associates, Inc. for professional services associated with the design of an emergency generator power system for the Water Treatment Plant and Lake Pump Station and authorized the City Manager to execute a professional services agreement in the amount of $652,914.

On February 23, 2021, City Council approved a resolution to extend the Mayor's declaration of disaster for the severe winter weather event through March 18, 2021 and to approve related expenses.

On March 9, 2021, City Council conducted an initial After Action Report (AAR) concerning the severe winter weather event.

On March 23, 2021 and April 27, 2021, City Council discussed an emergency generator
power system for the Water Treatment Plant and Lake Pump Station.

On May 11, 2021, City Council discussed the After Action Report (AAR) concerning the severe winter weather event in 2021.

On May 11, 2021, City Council approved a change order for the Wastewater Treatment Plant Expansion Phase I Improvements to Bar Constructors in the amount of $130,813.37 to add back up power for the Bio-Solids Building.
