Title
Approving a professional services agreement with HVJ South Central Texas, M&J, Inc. in the amount of $563,957 for Construction Materials Testing services associated with the Water Treatment Plant Expansion project, and authorizing the City Manager to execute the same.

Summary
Request approval of a Professional Services Agreement with HVJ South Central Texas, M&J, Inc. in the amount of $563,957.13 for Construction Materials Testing services associated with the Water Treatment Plant Expansion project. This agenda item supports the Infrastructure pillar of the Strategic Plan.

Construction Materials Testing services are required to support the Water Treatment Plant Expansion project. City Staff reached out to HVJ South Central Texas, M&J, Inc. and obtained a proposal for construction materials testing services. The scope of the work includes the observation, material testing and documentation of construction activities to maintain compliance assurance with construction specifications. This work includes certified field technicians and project materials testing oversight for the duration of the construction activities. The specific tasks include:
· Compaction on fill for utility construction,
· Observation of proof rolling operations,
· Pavement subgrade sampling, and
· Quality assurance testing of concrete.

This professional services agreement for construction materials testing was originally contained with the agreement with the design Engineer. The construction materials testing would be best coordinated by the construction manager. Therefore, the agreement should be administered by the City. An amendment to the existing Professional Services Agreement with the design Engineer will follow which will remove the construction materials testing component from their agreement and scope.
