Amending the 2014 Development Services Center Handbook regarding the construction fee schedule and the administration of public infrastructure inspection fees.
Summary
The Development Services Center Development Handbook referenced in the Unified Development Code contains the schedules, filing fees, standard forms and similar information necessary for applications for new development. As part of that handbook, the construction fee schedule and process for public infrastructure is being revised to set a more effective schedule and payment of fees. There is no reduction or increase in City fees upon initial construction plan applications proposed in this revision.
The fee schedule is being revised to require a $500 initial plan review fee at the time of initial submittal. Prior to the approval of construction plans, a cost estimate prepared by a licensed engineer or certified contractor must be provided to City Engineering staff for review. Upon approval of the cost estimate by City staff, the applicant/developer is required to pay an construction inspection fee in the amount of 3.5% of the construction estimate. The initial $500 plan review fee is credited towards the inspection fee.
For applications or approved permits which expire per the criteria as stated in the Unified Development Code, the developer is required to pay the subsequent $500 plan review fee for activation and staff review of a previously expired permit. No additional construction inspection fee is required.

The proposed fee schedule will be effective June 1, 2014.
