Summary
With the adoption of the City’s Reclaimed Water Master Plan in 2023, the City has been moving forward with the implementation of the Master Plan with both the design of the Reclaimed Water Line to 1849 Park project and with drafting an ordinance that outlines the qualifications for connection to the system when it is online. Staff worked with the design consultant for the Reclaimed Water Line to 1849 Park project, Quiddity, to draft an ordinance that balanced the need to utilize the reclaimed water system for non-potable water needs with the needs of the development community that have significant water needs for their commercial or industrial business.
This ordinance will require large developments that are within 250 linear feet of a reclaimed water line to connect to the City’s reclaimed water system for non-potable water needs such as ornamental landscaping irrigation, cooling water needs, and other significant non-potable water needs. This ordinance will allow for those customers that would be affected by this ordinance to enjoy the benefit of reclaimed water for non-potable water needs and the reduced rate they would have for utilizing the reclaimed water system. In exchange for the reduced rate that the City has set for reclaimed water, the City will be able to reduce the long-term peak day and peak hour demand on the City’s potable water system. This benefit to the City will allow us to stretch the capital improvements currently ongoing for our potable water system further into the future and delay future capital expenditures into the potable water system.
