Title

Authorize the City Manager to execute a contract for the purchase of Type D Hot Mix Asphalt, Hot Laid, with RTI Hot Mix, LLC in the amount of $52.00 per ton.

 

Summary

The City of Pflugerville staff solicited sealed bids for the purchase of Type D Hot Mix Asphalt, Hot Laid, for the Streets Department.  Advertisements were placed in the Pflugerville Pflag for two consecutive weeks; notice of the bid was on the City's website for the duration of the bidding process; and Texas Bid System was used to broaden our outreach for potential bidders.  Two qualified bids were received:  APAC-Texas, Inc. at $58.50 per ton; and RTI Hot Mix, LLC at $52.00 per ton.  Public Works/Streets staff have checked references.  Finance staff have verified all information regarding insurance requirements.  The City Attorney has reviewed the contract documents.  The bid tabulation sheet and information from RTI Hot Mix, LLC are attached to this agenda item.

 

Deadline for City Council Action

Action is requested on February 14, 2012.  The bidders were notified that this item would be considered at this meeting.

 

Fiscal Impact

The budget for hot mix asphalt is included in the Streets and Drainage department budget in the Street Repairs (in house) line item.  The anticipated annual expenditure for this contract is $57,200.

 

Staff Recommendation

Authorize the City Manager to execute a one-year contract, with the possibility of two annual renewals, to RTI Hot Mix, LLC in the amount of $52.00 per ton for Type D Hot Mix Asphalt, Hot Laid, with an estimated annual purchase of 1,100 tons per year.
