Approving the recommended appointments for the FY22 Animal Advisory Committee.

Summary
The Animal Advisory Committee consists of four members, as required under Texas Health & Safety Code 823.005: a licensed veterinarian, a municipal official to represent the city’s interests, one person whose duties include the daily operations of an animal shelter, and one representative from an animal welfare organization. The Committee’s purpose under state law is to provide advice to the shelter on meeting Health & Safety Code requirements for the shelter operation.
PAWS proposes the following to serve on the Animal Advisory Committee: Dr. Lisa Hansen, DVM to serve in the licensed veterinarian position; Sheila Wiora to serve in the municipal official position; Rhonda McLendon, Director of Animal Welfare Services to serve in shelter position; and Carley Cardwell, President of Friends of Pflugerville Animal Shelter to serve in the representative from and animal welfare organization position. The City Attorney has indicated that anyone the City Council desires can serve as the city official, and Sheila Wiora volunteered based on her interest and ongoing volunteer support to PAWS. Staff request approval of these appointments to the committee.

The City has added this item to the Council agenda to formalize appointments in compliance with state law and to follow City Ordinances after the adoption of Ordinance No 1468-20-11-24 in November of 2020 which requires the appointments to go to City Council. Texas Health and Safety Code has required an advisory committee since 1989.

In 2021, the members were Dr. Lisa Hansen, DVM in the licensed veterinarian position, Rhonda McLendon, Director of Animal Welfare Services in the City position, Hailey Simik, Kennel Tech Supervisor in the shelter representative position and Kim Waters, Pflugerville Pets Alive.
