Discuss and consider action regarding appointments to the Capital Improvement Advisory Committee (CIAC).
Summary
During the 2024 Legislative Session, the requirements for the Capital Improvement Advisory Committee (CIAC) were revised. The updated statute mandates that the committee consist of at least five members appointed by a majority vote of the governing body of the political subdivision. Additionally, no less than 50 percent of the committee’s members must be representatives of the real estate, development, or building industries who are not employees or officials of any political subdivision or governmental entity. The CIAC is responsible for advising on capital improvement plans and impact fees.
Currently, the Planning and Zoning Commission, along with one representative from the ETJ development community, serves as the CIAC. In order to comply with the new legislative requirements, staff recommends that the Planning and Zoning Commission’s chair, vice chair, and the existing ETJ representative continue to serve, and that two new members, who meet the industry-representation criteria, be appointed. The Chair and Vice Chair of the Planning and Zoning Commission are appointed by the Commission each January. This structure satisfies state law while maintaining cohesion between the CIAC and the Planning and Zoning Commission, which serves as the advisory body for the City’s capital improvement program.
Sally Decelis and Marcus Davis have applied to serve on Planning and Zoning Commission and meet the criteria to serve on the CIAC.

Motion to approve the Planning and Zoning Commission Chair and Vice Chair, Matt Tieman (ETJ and Development Representative) and Sally Decelis and Marcus Davis as representatives of the real estate, development or building communities to serve on the CIAC.
