Resolution to review and approve the selection of qualified Construction Material Testing (CMT) consultants for City of Pflugerville Capital Improvement Projects.
Summary
The City issued Request for Qualifications (RFQ) No. 2026-006 to establish a pool of qualified Construction Material Testing (CMT) consultants to support the delivery of Transportation, Roadway, Drainage, Water, Wastewater, Reclaimed Water, and Parks Capital Improvement Projects. The intent of the solicitation is to establish a list of qualified firms that may be assigned to future projects based on technical expertise, project-specific experience, workload, and availability.
A Selection Committee consisting of City staff evaluated Statements of Qualifications (SOQs) using the evaluation criteria identified in the RFQ, including project manager experience, firm capacity and resources, comparable project experience, organizational structure, and overall project approach. Following completion of the written evaluations, interviews were conducted with the highest-ranked firms to further evaluate technical qualifications, staffing, project understanding, communication, and ability to support the City's Capital Improvement Program.
Based on the evaluation results and interview process, the Selection Committee recommends the following firms for Construction Material Testing (CMT) services:

Atlas Technical Consultants
Ninyo & Moore
Intertek PSI
These firms will provide construction material testing and quality assurance services, including soils, concrete, asphalt, aggregates, structural materials, field inspections, laboratory testing, documentation, and related services necessary to verify compliance with City, TxDOT, ASTM, and AASHTO standards during construction of future Capital Improvement Projects. Services will be assigned on an as-needed basis through future Professional Services Agreements and/or work authorizations in accordance with City purchasing policies....
